At this point I am suspicious of the code. The tone matching is not very close, which makes me think that the algorithm we discussed is not the same as what the program is doing. Have you successfully gotten rid of the "no stipple here" array?
You might try computing the residual (difference between local average and original greyscale value) to visualize the difference between Floyd-Steinberg and the spiral method.
